In der Politikwissenschaft gibt es verschiedene Theorieansätze, die versuchen, Politik in ihrem Ablauf und Entstehen zu erklären. Ein Vertreter des systemtheoretischen Ansatzes ist David Easton. Er versucht durch die Übernahme kybernetischen Denkens und dem „interdisziplinär entstandenen Denkschema der Systemanalyse (...), die Stabilitätsbedingungen von Makro-Gebilden zu ermitteln“. Das bedeutet, sein Ziel ist die Erklärung des Bestands von politischen Systemen. Er verbindet damit die Absicht bzw. den Anspruch, eine generelle Theorie zu formulieren, die die Grundlage des gesamten Forschungsbereiches der Politikwissenschaft darstellen soll. Dies sucht er durch eine Überwindung der zu großen Nähe der politischen Wissenschaft zur praktischen Politik zu erreichen.

Die zentrale Fragestellung dieser Arbeit ist, ob, und wenn ja, inwiefern, Eastons Theorie politischer Systeme tatsächlich dem Anspruch, der an eine „general theory“ gerichtet wird, erfüllt, oder, ob aufgrund einiger Kritikpunkte davon Abstand genommen werden muß. Das weitere Vorgehen gliedert sich deswegen auch derart, dass zunächst das Konzept Eastons erläutert wird. Daran schließt sich eine kritische Betrachtung des Modells an. In der Schlußbemerkung werden dann schließlich die zentralen Punkte nochmals zusammengefaßt und es wird versucht, aufgrund der erarbeiteten Überlegungen eine Antwort auf die eingangs formulierte Fragestellung zu finden.
