Er erstreckt sich über sieben Abschnitte, vgl. Apg 21,18 – 28,31, und greift dabei neben den rein religiösen Aussagen, vielerlei juristische Einzelaspekte mit auf. Es wird vermutet, dass der Paulusprozess um das Jahr 68 n. Chr. zu datieren ist. Bei der Untersuchung des Berichtes kann also die Rechtslage des 1. Jahrhunderts n. Chr., soweit sie uns bisher bekannt ist, zugrunde gelegt werden. Entsprechend sollen in dieser Untersuchung die juristischen Informationen der Apostelgeschichte heraus gearbeitet und mit der damaligen Rechtslage verglichen werden, wobei den Schwerpunkt die vermeintliche civitas des Paulus darstellen soll.
