Da das Parlament Karl I. lange in der Gewalt hatte ohne zu handeln, war es an der Armee, die Sache in die Hand zu nehmen.
Die Armee legte einen Plan vor, die so genannten „Heads of the Proposals“, die den König und das Parlament in ihren Rechten einschränken sollten. Die Wähler sollten nun eine zentrale Rolle spielen. Zugleich war auch zu ahnen, dass die Offiziere dieses mildern würden.
Die Leveller setzten sich hingegen für eine extremere Position ein und legten einen Vertrag des Volkes vor, das so genannte „Agreement of the People“, in dem es eine schwächere Exekutive und eine durch die natürlichen Rechte der Individuen eingeschränkte Kammer gab, ohne dass überhaupt noch von einer Monarchie gesprochen wurde.
Oliver Cromwell und Henry Ireton als führende Offiziere konnten diesen Vertrag des Volkes nicht ignorieren, da sie sich noch nicht über ihre Machtposition in der Armee im Klaren waren.
Im Oktober 1647 versammelte sich der Armeerat in Putney, um über die verschiedenen Vorschläge zu debattieren. Diese Debatten zeigten das hohe Niveau der politischen Diskussion in der Armee.
In dieser Arbeit geht es darum, die zentrale Rolle des „Agreement“ und seine Hauptgedanken vorzustellen. In seiner Essenz was dieser Volksvertrag, der später zu einer Verfassung überarbeitet werden sollte, eine demokratische Vertiefung der Revolution. Um den Grund der Entstehung des Dokuments zu verdeutlichen, werden die Vorgänge nach dem ersten Bürgerkrieg verkürzt in chronologischer Ordnung dargestellt. Schließlich wird auf den Inhalt des Dokuments selbst eingegangen, seine wesentlichen Merkmale werden ins Deutsche übersetzt. Der Frage, ob die Ansichten der „Grandees“ und der Leveller über das „Agreement of the People“ in Einklang zu bringen waren, wird im Schlussteil erörtert.
